Controversy Over a Canadian Town's Code

Two prominent Canadian Muslim groups want to file a human rights complaint over immigrant policies recently adopted in a rural Quebec town.
A human rights complaint from a religious people who reject the concept of (man-made) human rights!
CIC [Canadian Islamic Congress] chair Mohamed Elmasry told CBC that the groups will file a complaint with the Quebec Human Rights Commission if Hérouxville does not retract its code.
He said the code is regressive with racist undertones.
Question: which race is being portrayed in a negative light?
The town's code, adopted Jan. 25, spells out behaviour "expected" from newcomers who choose to settle in the Mauricie region town outside Trois-Rivières.
Among other rules, it bans kirpans and head scarves except on Halloween, and says women can drive and write cheques but cannot be stoned to death.
What!? Women can't be stoned to death! Where's the fun in that?
Later, Elmasry talks about Hérouxville Coun. André Drouin, who spearheaded the infidelicious code:
"He should really read the lesson of his ancestors, and be sympathetic to immigrants who are brown in colour, or who have an accent like myself."
See how clever Elmasry is. He's making an ideological issue into one of race. He simply ignores the women-bashing and gender apartheid -- hey, just be nice to brown people who have an accent. As though the code mentioned anything about color.
Will the people of Hérouxville stand by their moral code or will they act like maple-slurping surrender monkeys?
Time will tell.
