India has one of the highest industrial electricity rates in the world, exceeding those in the US, in most developing countries and in the Organization for Economic Co-operation and Development (OECD), both in absolute terms and much more so on a PPP basis.24 This is largely to finance subsidies to low income households and agriculture. Electricity-intensive industries have responded by generating electricity themselves, but have also been forced to economize on electricity use, since all fuel prices have increased since the nineties.
