What would a win in the war begun today, 11 years ago look like?



11 years ago, a great tactical success was achieved against an open and free society by a group of religious racists, whose sense of grievance against all not in the Quran, and the successes of those who did not follow the Quran, was made real in a 1998 fatwa against Zionists and crusaders.
There have been many other tactical successes in other wars by the losing side, such as Pearl Harbor, or the Battle of the Coral Sea. Certainly what followed and was carried out by Bush and Obama has resulted in the literal annihilation of Al Qaeda leadership. Today only Ayman Al Zawahiri remains alive, probably in some bedroom in Pakistan or Qom, or Tehran, another pacer, curtains drawn and windows closed lest he see some Hellfire or Tomahawk closing in.
But I am not certain this is a strategic success.
Egypt today is ruled completely by Zawalhiri’s organization, the father of HAMAS, and seminal germinator of Al Qaeda itself (via Sayd Qutb and his brother Muhammad who fled Egypt to teach Islam at King Khalid U. in KSA to one OBL) - the Muslim Brotherhood. The processes set in motion this day 11 years ago have ineluctably resulted in the people making their preference for the Salafi religious ideals of Al Qaeda real in the real world. How could Al Qaeda NOT have regarded this as strategic success via their deaths? This popularly elected government represents democracy as we understand it … well not at all. It is simply a somewhat moderated lynch mob, as most Christians who live there would tell you (if they were out of that place)
More, in Yemen, Tunisia and Libya pure salafism has gained tremendously via the real expression of the people.
In Syria we may be seeing the Ikwhan succeed one of the arch prick families of all time.
In Iraq our ABANDONEMENT of the ground (no matter what you thought of the war) leaves it to a now burgeoning Islamism among BOTH the Shia and Sunni. 
In Afghanistan the people of the USA and NATO have become NUMB to the daily attacks on our men and women by the forces we are training to make safe ‘democracy’ …or something.
And I won’t even get started with Pakistan
This caused me to wonder what a real victory would have to look like?
An Egypt whose elected government turns over power EASILY to another elected government and protects the property, lives and way of life of its religious minorities.
A Syria in which personal expression which disparages any religious document is protected by law, and ENFORCED.
A Yemen which ceaselessly prosecutes the processes which root out those who believe in religious terror and turns them over to the courts which will properly convict, jail and see to these people serving out their incarceration.
THAT IS A STRATEGIC VICTORY.
It is nowhere in sight, and is possible only over the passage of multiple generations in which the fear of american power and response restrains these national Islamist governments themselves. And THEY see to the strangulation of efforts to attack America AND AMERICANS, until OUR BELIEF in the liberal desires of all people born on this planet, to see their children happy and healthy, and doing better than they are HERE ON EARTH, results in government which DO enforce the ideals above.
But what if this is not the desire of these people?
What if they choose the path they are on as a permanent way of doing things?
What if ‘DEATH TO AMERICA’ and ‘DEATH TO THE JEWS’, and the expulsion by wink and nod of govt and society, and murdering of Christians by public disorder is what we see becoming PERMANENT?
Another cold war against a disparate religious set of enemies who ultimately believe we are here only to be conquered to their way of living one way or the other?
Or ultimately something else?
