YES! YES! YES! YES! YES!
Messrs. Jefferson and Adams and Washington and Franklin and Hancock and Co. NEVER intended Congress to be a full time job. They were to convene several times a year, deal with the Federal business (earning just a stipend), and then go home TO THEIR REAL JOBS. Earn a living like everyone else.
Somewhere that idea got lost.
Rick Perry thinks it should make a comeback.
As do a fair number of the bloggers you'll find here.

Leading Dem Hoyer Slams Perry’s Plan For Part-Time CongressPosted by Jim Hoft on Tuesday, November 15, 2011, 12:11 PM
Steny Hoyer, the second-ranking democrat in the House next to Nancy Pelosi lashed out at the Perry plan today to limit Congressional work hours. Hoyer believes a part-time Congress will not have the ability to cut the record deficit (Democrats just tripled it) or to create jobs. (Unemployment under the Obama regime is at record levels.)
Obama tripled the deficit above a trillion dollars for the third straight year this past year.
The Obama deficit this year is reach $1.299 trillion. (The Captain’s Comments)
Barack Obama also added over a trillion dollars to the Federal Budget in the last 4 years.
That’s at least a 30% increase in federal spending in just 3 years.
Hoyer’s worried that if Congress is part-time they won’t be able to speand your money.
The Wall Street Journal reported:
Rep. Steny Hoyer (D., Md.), the second-ranking Democrat in the House, reacted angrily Tuesday to the suggestion by Texas Gov. Rick Perry that Congress become a part-time institution.

(AP Photo/Charlie Neibergall) “Is this a serious proposal he’s making for a country that has very high unemployment, who’s budget deficit is larger than it’s ever been in history, which has two wars that we’re confronting and trying to bring to a conclusion?” Mr. Hoyer said of the Republican presidential hopeful.
“If this is what he thinks is pandering to the Tea Party, it is not in my opinion speaking to the issues that the American public feels are very, very critical to them, jobs being the number one issue,” Mr. Hoyer said. “So I don’t think it’s a very serious effort on his part.”
In a speech Tuesday in Bettendorf, Iowa, Mr. Perry outlined his plan to overhaul the federal government.
“I do not believe Washington needs a new coat of paint, it needs a complete overhaul,” he said. “We need to uproot, tear down and rebuild Washington, D.C., and our federal institutions.” Mr. Perry’s plan for Congress? “It’s time to create a part-time Congress where their pay is cut in half, their office budgets are cut in half, and their time in Washington is cut in half.”
